Description of project

Spain has become the fourth largest donor to the CERF (Central Emergency Revolving Fund) in 2009 mainly due to currency fluctuation. AECID (The Spanish Development Cooperation Agency) contracted DARA to prepare a background paper highlighting what is the CERF, how does the fund work; what are the main challenges it faces; what role can Spain play in the future and its talking points for the November 2009 Advisory Group Meeting held in New York.
