Description of project

The organisation Movimiento por la Paz, el Desarme y la Libertad (MPDL) has implemented the Project “Improving economic conditions while strengthening civil society and local organizations and institutions in the rural community of Rouadi”.

The programme has been financed by the Regional Government of Madrid and has been implemented in the period 2002 to 2006. The programme consisted of three main pillars: Gender, Agriculture, and other income generation activities such as rural tourism.

The main objectives of this evaluation were to measure the adequacy of the project to the main axes of the General Cooperation Plan of the Regional Government of Madrid:

        • Improving the living conditions of the disfavoured population
        • Promoting the gender equity
        • Strengthening the environment sustainability

The evaluation team has analysed:

        • Adequacy of the project to the geographical and social situation in the country
        • Participation of the beneficiary population in the identification of the project
        • Participation of local authorities
        • Monitoring and evaluation system implementation
        • Coordination with other national and international donors working in the region

At the end of the mission, the team has provided the client with recommendations and lessons learnt to be taken into consideration for future projects. For this purpose, several interviews were held in Madrid and Morocco, with MPDL, Regional Government of Madrid, target beneficiary population, local counterpart organization and other relevant stakeholders.
