Description of project

The overall function of food aid in the Saharan Camps is to satisfy the refugees’ basic food needs.  This contributes to keeping them alive and is their way to survive.  In accordance with the priority to guarantee a food basket for the Saharan refugees, the MPDL carried out a project to supply barley.  This was in answer to a specific joint request from the Saharan Ministry for Cooperation and the SRC.  This project cost €625K, which was funded by Spanish Cooperation – mainly by the AECI but also with some support from Mostoles’ Town Council, Madrid.  An independent final evaluation of the project was included in the approval phase.  This report collates data and analysis from the project evaluation, which took place from February to April 2006, and which included a mission to the Saharan Camps in Algeria in March 2006.

DARA’s assessment approach was formative. Taking as a starting point the project evaluation, it sought first and foremost to inform about aid processes and strategies aimed at reducing food insecurity in the camps. Its purpose was to share information and findings with the authorities, the UNMS, and with other interested actors. It also intended to contribute to analysing the Spanish cooperation strategy.
