This evaluation was listed by UNICEF as one of the best evaluations in recent years.

The Inter-Agency Standing Committee (IASC) commissioned an inter-agency real-time evaluation to obtain real-time analysis and feedback to better focus and adjust on-going implementation strategies for internally displaced persons (IDPs) in Pakistan. The evaluation provided an analytical snapshot of the humanitarian response to the ongoing displacement crisis. Additionally, it offered an independent perspective on issues, such as main successes and shortcomings within the current response. The evaluation focused on whether the response addressed and covered actual needs on the ground, particularly those of vulnerable individuals and families, and whether partnership arrangements with key national actors were effective.

The evaluation considered the following aspects of the humanitarian response, both in terms of what was planned and what was delivered:
– Whether the needs of displaced peoples were being met
– Positive and negative outcomes of the response for affected populations
– The humanitarian systems’ commitment and compliance to standards (such as SPHERE) and principles for delivery of services and goods
– Security for IDPs and constraints around ensuring security
– External analysis of critical issues that explained the delivery of the response and recommendations of adjustments to help address needs more effectively
– Monitoring and evaluation systems, including the way in which recommendations from past evaluations were used
