DARA is undertaking an evaluation of the collective response in South and Central Somalia, commissioned by The Inter-Agency Standing Committee (IASC) for Somalia.
Somalia is one of the most critical humanitarian situations in the world. Access and security have increasingly deteriorated in the South and Centre, compromising issues of accountability and the quality of assistance. The extent of the crises, the large volume of aid provided, the complicated environment for aid delivery and the limited system for monitoring and feedback highlight the need to evaluate the quality of the response.
The evaluation will run until September 2011 and is funded by DFID, Danida, SDC and SIDA. It will evaluate the effectiveness of aid provided as well as its delivery efficiency, and identify best practices and key lessons from humanitarian responses between January 2005 and December 2010.
The purpose of the evaluation is to inform both strategic discussions within the IASC and between the IASC and donors on the wider humanitarian response and future strategy for aid delivery in Somalia.
The team will be led by Riccardo Polastro, Head of Evaluations at DARA, and will be composed of Nicolai Steen, Magda Ninaber, Soledad Posada, Eric Toft and two national consultants.
