In Costa Rica, the Representative Territorial Units (RTUs) selected were Liberia-Carrillo, Volcán Turrialba and Río Burío-Quebrada Seca. Results from our research suggest that among the four risk drivers, governance is the most influential one as the lack of coordination among different levels of government impacts on other issues related to risk management. This also includes the implementation of land use plans and environmental management deficiencies.
