Donor scores: Finland
Finland ranks 11th in this year’s Humanitarian Response Index. Based on its scores it is classified as Group 1 donor. This classification allows Finland to compare its performance, not only to all other Organisation for Economic Co-operation Development/ Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 1 donors are Denmark, Luxembourg, the Netherlands, New Zealand, Norway, Sweden and Switzerland. Finland was at or below average in most of the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect. The only pillar where it scored above average was Pillar 3 (Working with humanitarian partners). Compared to other donors in its group, Finland scored at or below average in all pillars, and therefore at risk of dropping to Group 2 next year.
