In a country where decisions are perceived to be unduly influenced by political issues, and not driven by humanitarian needs, how did donors respond to one of the worst famines in decades?

The team interviewed humanitarian organisations and donor agencies, and collected 112 questionnaires on donor performance (including 87 OECD/DAC donors).
