Donor scores: Switzerland
Switzerland ranks 7th in this year’s Humanitarian Response Index. Based on its scores it is classified as Group 1 donor. This classification allows Switzerland to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 1 donors are Denmark, Finland, Luxembourg, the Netherlands, New Zealand, Norway and Sweden. Compared to the OECD/DAC donors, Switzerland does particularly well in the “pillar” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect – related to Prevention, risk reduction and recovery, Pillar 2, and Pillar 5 (Learning and accountability). In comparison to other Group 1 donors, Switzerland comes in below average for Pillar 3 (Working with humanitarian partners) and Pillar 4 (Protection and international law). Switzerland scored close to average in 17 of the 35 indicators that comprise the Humanitarian Response Index, and below average in only six indicators.
