Donor scores: Luxembourg
Luxembourg ranks 10th in this year’s Humanitarian Response Index (HRI). Based on the patterns of its scores, it is classified as Group 1 donor. This classification allows Denmark to compare its performance, not only to all other Organisation for Economic Co-operation Development/ Development Assistance Committee (OECD/DAC) donors, but also to donors whose performance is similar. The other Group 1 donors are Denmark, Finland, the Netherlands, New Zealand, Norway, Sweden and Switzerland. When comparing Luxembourg to other OECD/DAC donor “pillar” scores (groupings of the key concepts of the Principles of Good Humanitarian Donorship, which donors have committed to respect), Luxembourg does best in Pillar 4 (Protection and international law), and worst in Pillar 2 (Prevention, risk reduction and recovery) and Pillar 5 (Learning and accountability). Luxembourg scored above average on 22 of the 35 indicators that make up the HRI.
