Japan ranks 16th in this year’s Humanitarian Response Index. Based on the patterns of its performance, Japan is classified as a Group 3 donor. This classification allows Japan to compare its performance, Organisation for Economic Co-operation Development/ Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 3 donors include Austria, Belgium, France, Italy, Portugal and Spain. Overall, Belgium scores below average in most of the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect – with the exception of Pillar 2 (Prevention, risk reduction and recovery), where it was above average, and Pillar 4 (Protection and international law), where it was average. Compared to other Group 3 donors, Japan does best in Pillar 3 (Working with humanitarian partners) and Pillar 4. It was below average compared to its group in Pillar 1 (Responding to needs). Japan scored below average in 16 of the 35 indicators that comprise the Humanitarian Response Index, and above average in only five indicators.
