Italy ranks 20th in this year’s Humanitarian Response Index. Based on of its scores it is classified as Group 3 donor. This classification allows Italy to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 3 donors are Austria, Belgium, France, Italy, Japan, Portugal and Spain. Compared to other OECD/DAC donors, Italy is a below-average donor in the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect. The only pillar where Italy scores above average is Pillar 2 (Prevention, risk reduction and recovery) – a weakness for most donors. Compared to its group, Italy is below average in most pillars, and average in Pillar 1 (Responding to needs) and Pillar 2 (Prevention, risk reduction and recovery). Italy scored below average in 24 of the 35 indicators that comprise the Humanitarian Response Index, and above average in only four indicators.
