DARA’s Director General, Ross Mountain, has been appointed Director of the United Kingdom’s independent HUMANITARIAN EMERGENCY RESPONSE REVIEW (HERR). The Review, led by Lord Ashdown, who chairs an Advisory Board, is being conducted by a team of humanitarian specialists and is mandated to examine the emergency response dimension of the United Kingdom’s humanitarian aid including its work with national and international partners.
The review will be forward looking and address key issues of structure, impact, partnerships, coordination and policy consistency to assist the United Kingdom- and DFID (the United Kingdom’s Department for International Development) in particular- in identifying mechanisms and approaches required to rapidly and effectively meet the needs of victims of rapid onset disasters and conflict. It is especially interested in the different humanitarian challenges that the international community will be called on to address in the future and in this context, the application of new technology and processes and the role of new partners in confronting such massive events as the Haiti earthquake and the Pakistan floods.
