Ireland ranks 2nd in this year’s Humanitarian Response Index. Based on its scores it is classified as Group 2 donor. This classification allows Ireland to compare its performance, Organisation for Economic Co-operation Development/ Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 2 donors are Australia, Canada, the European Commission, Germany, Greece, the United Kingdom and the United States. Donors in this group tend to perform around average in all “pillars – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect – with slightly better scores in Pillar 1 (Responding to needs), and somewhat poorer in Pillar 2 (Prevention, risk reduction and recovery). Ireland performs significantly better in the quantitative indicators that make up the index, than the qualitative indicators, which are based on field surveys of Ireland’s partners. Compared to other OECD/DAC donors, Ireland stands out for its performance in Pillar 1 (Responding to needs), Pillar 3 (Working with humanitarian partners) and Pillar 5 (Learning and accountability). Compared to other donors in its group, it is above average in all pillars, except for Pillar 2 (Prevention, risk reduction and recovery), where it is below average. Ireland scored above average on 13 of the 35 indicators that comprise the Humanitarian Response Index, and below average on only seven indicators.
