The European Commission (EC) ranks 6th in this year’s Humanitarian Response Index. Based on its scores it is classified as a Group 2 donor. This classification allows the EC to compare its performance, not only to all Organisation for Economic Co-operation Development/ Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 2 donors include Australia, Germany, Greece, Ireland, the United States and the United Kingdom. The EC is at or above average in the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect. Compared to its peers in Group 2, and to all OECD/DAC donors, the EC particularly stands out for its high performance in learning and accountability. The EC scored above average in 17 of the 35 indicators that comprise the Humanitarian Response Index – it was below average in only four indicators.
