Donor scores: United States
The United States (US) ranks 19th in this year’s Humanitarian Response Index (HRI). Based on its scores it is classified as a Group 2 donor. This classification allows the US to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 2 donors include Australia, the European Commission, Germany, Greece, Ireland and the United Kingdom. When comparing the US to all OECD/DAC donors and to Group 2, the country ranks below average in most of the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect. The only exception is Pillar 1 (Responding to needs), where it is close to average. The US scored below average in 15 of the 35 indicators that comprise the HRI, and above average in only eight.
