Colombia / Urban IDPs in Cartagena / Eliécer Baron, 53, is the leader of 118 families in the zone of Villa Gloria, in Cartagena. Yet he, like half of those families, was not born in Cartagena nor he came here because he wanted to. He was displaced from Uraba and Sucre, two different zones of Northern Colombia between 1995 and 1997.
