Belgium ranks 18th in this year’s Humanitarian Response Index (HRI). Based on the patterns of its scores it is classified as Group 3 donor. This classification allows Belgium to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to donors whose performance is similar. The other Group 3 donors include Austria, France, Italy, Japan, Portugal and Spain. With the exception of Pillar 2 (Prevention, risk reduction and recovery), where it is above average, and Pillar 4 (Protection and international law), where it is about average, Belgium scores below average in most of the five “pillars” or areas of good practice (groupings of key concepts of the Principles of Good Humanitarian Donorship, which all the donors have committed to respect). Belgium scored average on 17 of the 35 indicators that comprise the HRI.
