In Panama, the Representative Territorial Units (RTUs) selected were Panamá Este, Boquete and Changuinola. Its inter-oceanic condition makes Panama the commercial centre of the region, not only for attracting strong foreign investment, but also for generating a significant tourist industry. Despite the country’s strong economic development, more than a third of the population lives in poverty or is excluded, being the social group most exposed to the consequences of disasters.
