Spain ranks 17th in this year’s Humanitarian Response Index. Based on its scores it is classified as Group 3 donor. This classification allows Spain to compare its performance, not only to all other Organisation for Economic Co-operation Development / Development Assistance Committee (OECD/DAC) donors, but also to a sub-group of donors whose performance is similar. The other Group 3 donors include Austria, Belgium, France, Italy, Japan and Portugal. In comparison to other OECD/DAC donors, Spain’s performance is largely below-average in the five “pillars” – groupings of the key concepts of the Principles of Good Humanitarian Donorship, which the donors have committed to respect – with the exception of Pillar 2 (Prevention, risk reduction and recovery, where it is above average, and Pillar 1 (Responding to needs, where it is average. When comparing Spain to other Group 3 donors, it comes in as an average donor in most pillars, except for Pillar 3 (Working with humanitarian partners) and Pillar 4 (Protection and international law), where it is above average. Spain scored below average in 21 of the 35 indicators that comprise the Humanitarian Response Index, and above average for only seven indicators.
