Description of project

DARA was commissioned by UNICEF to carry out the External Evaluation of the Rapid Response to Population Movements (RRMP) Program in the Democratic Republic of the Congo (DRC).

The RRMP was the largest single humanitarian response programme in the DRC after food aid. The purpose of the evaluation was to provide a systematic and objective assessment of RRMP’s performance and outcomes to date, and identify key points for improvement with clear, detailed and technical recommendations to help inform future programme direction.

The team was composed of Jock Baker, Silvia Hidalgo, Soledad Posada, Dr. Sosole Kahemu Chantal, Godefroid Kayungura, Mao Tasikasereka and Mireia Cano Viñas.

The RRMP evaluation was highlighted in the ALNAP Humanitarian Community of Practice as a good practice example evaluation report for its honesty, transparency and fairness. As noted, the evaluation “managed to be very sincere about changes and limitations in its methodology”, as it shared challenges affecting data collection being both transparent and empathetic.
