Description of project

DG ECHO has been assisting the Saharawi refugees since 1993. ECHO funds most of UN agencies and international organisations that work in the camps.

In 2007 and 2008, assistance was provided through two different funding decisions (one on humanitarian aid, and one for food aid), for a total of 10M€ per budget year.

The humanitarian situation in the camps is protracted and slow-evolving. Since 2005-2006 DG ECHO has attempted to improve the quality of the assistance provided, by developing and promoting more comprehensive sectoral strategies, notably in health, WASH and nutrition.

The evaluation covered the implementation of DG ECHO funded action between 2006 and 2008, and the focus was given to health, food, water and sanitation.

The main objective of this evaluation was to contribute to rethinking of the strategy on this crisis from 2010 onwards, as well as to help to orientate the actions to be funded under 2009 funding decision.
